Ms. Anuradha S. Palanichamy is a Public Sector Governance Specialist possessing immense international experience for over 17 years, primarily focusing on “Delivery of Improved Services in Administration and Governance” globally. She has extensively dealt with “Results Based Management (RBM)” at the Office of Management-United Nations Secretariat, World Bank & regional bi-lateral agencies on large global developmental programmes, where she has led reform oriented approaches to measure & analyze public sector governance, helping countries formulate action programs for improving effectiveness in service delivery and performance management. She is also the founding Chairperson & Managing Trustee of “Metamorphosis Group”, – A Philanthrophy driven development foundation focussing on delivering innovative services towards effective SDG implementation; She has also served as a faculty & “Dean of Executive Education, Capacity Building & International Collaborations at the Jindal School of Government & Public Policy”; As a Programme Manager supported under the aegis of DFID, UK, her prime responsibility was management of an expert team of Managers to support sectoral reforms through strategic review, policy analysis, implementation of action plans, and advice on Strategy & Performance improvement spread over a large domain of cross-cutting sectors. As a Knowledge Manager, she has managed a team of ICT and e-development professionals in portraying the essentials of ICT infrastructure, thereby, creating, (i) Macroeconomic environment for growth and innovation in ICT, including fiscal policies (cost, innovation, investment, venture capital), (ii) Legal and regulatory environment (competition, independent regulator, rule of law etc.) and (iii) Channeling and mobilizing resources for ICT, by addressing ‘digital divide” domestically and internationally, articulating a vision for ICT in the “Urban Governance” sector, according national priority. In capacity of a Lead Governance Specialist in the urban sector, she possesses the experience of leading a multidisciplinary team of technical staff from various regions in sectoral studies for multi-lateral agencies such as (i) World Bank (ii) World Bank Institute (WBI) (ii) PASS Livelihoods (UK) (iii) UNDP (India) (iv) United Nations Secretariat (New York, USA) (v) DFID, UK (India Programme Office) in the areas of Governance, Pro-poor development. Her premier developmental initiatives in the Indian context includes the conceptualization and implementation strategy for (i) Andhra Pradesh Urban Services for the Poor (APUSP, Client: DFID-UK), (ii) Jawaharlal Nehru National Urban Renewal Mission (JNNURM, Client: Government of India), and National Strategy for the Urban Poor (NSUP, Client: UNDP-India); She has authored a range of technical reports/aide memoires/lead documents in domain practice areas of Public Management encompassing Strategy documents, Country Strategies, White papers, Assessment Frameworks & Review notes, Technical publications, Position Papers, Research papers on sectoral policies for Multi/Bi-lateral donors in the South-Asian/ Pacific region, National/State Governments and corporate entities; Anuradha is an active member of professional bodies, viz., American Society of Public Administration (ASPA), International Development Evaluation Association (Europe), International City Management Association (USA), South Asian Network of Social Accountability, World Bank – Washington DC USA;
